Description
The Outer Pact is a loose alliance, consisting of the Silver Council of Saturn, the
Aquarian Council of Neptune, and the influential representatives of the Saturn rings, including
merchants, miners, and operators of luxury resorts. This alliance was formed to counteract the Commonwealth’s control.
Goals
The Outer Pact aims to defend the outer planets against the Commonwealth and is working to maintain a rudimentary inner peace in their territory.
Size
The alliance comprises three planets, but is only loosely organized.
